After receiving her undergraduate and graduate degrees from the Department of Economics of Bogazici University, she went to the US to study for her doctorate. She received her master's degree and doctorate degree in economics from Vanderbilt University. In 1995, she began her professional career as a lecturer in the Department of International Trade at Boğaziçi University. Günay continued this task until 2015.
In 2006 she received her associate degree in International Economics and Development Economics. In 2011, she founded Boğaziçi University Research Center for Research on Innovation and Competitive Focalization and served as the founding director until 2015. Between 2007-2011, TÜBİTAK Social Sciences Group Executive Committee member served as the country's delegate in the field of Socio-economic and Humanities Themes of EU 7th Framework Program between 2008-2012.
In November 2014, she was appointed Prime Minister's Chief Economist.
Prof. Dr. Emine Nur Günay's research interests include; Structure, function and performance of the markets; Firm's market strategies, performance and efficient production methods; Sectoral efficiency analysis and Turkish banking sector; Rising markets and international financial system; European union;SMEs; Innovation and knowledge oriented economy; Container growth. There are numerous publications incentive awards. There are many articles and book chapters published abroad in academic journals.
